Muscatine County Supervisors approve historic grant match

The Muscatine County Board of Supervisors Monday approved a partial match for a $21,096 grant from the Iowa Economic Development Authority for the Muscatine County Historical Preservation Commission to survey North Calhoun Street in West Liberty.

During the regular meeting, Commissioner Bill Kelner said he had approached the supervisors a few months ago about the grant. At the time, he was being told by the state that there was a lot of competition for grant money.

"Well, we were successful," he said. "The grant was awarded and now is the time to sign the contract."

To get the grant, a $15,000 match is required. For the match, $5,000 will come from the city of West Liberty and $10,000 will come from the county. Kelner said when a request for proposal from a consultant is accepted by the supervisors, West Liberty will pay the county its share of the match. He said an RFP will be sent to three consultants.

There was no discussion among the supervisors.

Kelner went on to say the commission has put 129 signs in schools and churches in the county to display historic significance.

"People have noticed them all over the county and have mentioned that," he said.

He explained the commission is moving on to post signage at county transportation sites. Kelner said that there will be about 125 signs posted to show the former locations of such things as stagecoach stops, railroad stops and bridges.

He also said there would be a report to the commission on a report done on the historic significance of fruits and vegetables in the county. He also expects to learn more about the Freedom Trail soon. The Iowa Freedom Trail Project is being done by the State Historical Society of Iowa to identify areas involved with the Underground Railroad.

'We have a lot to be proud of in Muscatine County," he said. "If you think about the movement in the last five years of the historic sites that have been located."

The annual report of the Historic Preservation Commission was given to the supervisors two weeks ago. During the meeting, it was discussed that the commission would be hosting the state historic preservation summit in June. A pavilion has been opened at the Fairport Fish Hatchery with historical information. The commission also hopes to do some outdoor archeology there, as well as add an outdoor classroom.
