New Index Tracks How Many Campaign Promises Greek Government Has Kept - GreekReporter.com

How effective is the Greek government in turning campaign promises into real policies and progress? To answer that question, the Center for Liberal Studies -- Markos Dragoumis (KEFIM) has launched the Election Program Implementation Index, a new tool designed to measure whether pledges made prior to the polls are actually carried out in practice.

Based on the most recent data (August 2025), the index shows that out of 156 measurable government commitments:

This means that a total of 39 percent of campaign pledges have been delivered either fully or partially, while nearly half are still underway.

The index highlights differences across sectors. Defense and foreign policy record the highest rate of implementation, with 66 percent of commitments achieved. Education follows closely with 61 percent, while sports stands at 50 percent. Both the rule of law and the economy show implementation rates of 46 percent.

KEFIM describes the tool as "a new and simple way to track the degree to which the government applies the policies for which it received a democratic mandate." The index is intended to provide citizens and journalists with transparent information, while also offering data for academic research.

Updated quarterly, it is modeled after Canada's Policy Polimeter, which monitors government commitments, and the Comparative Party Pledge Project (CPPP), an international research initiative comparing the implementation of campaign promises across countries.

KEFIM emphasizes that its methodology follows standards set in leading political science research. It draws on studies published in journals such as the American Journal of Political Science, British Journal of Political Science, Political Studies, West European Politics, and Government and Opposition.

By turning pre-election promises into measurable outcomes, KEFIM's index helps voters evaluate government performance beyond rhetoric.

For policymakers, it serves as both a benchmark and an accountability tool, offering a clear picture of progress midway through the government's term and setting expectations for the remainder of its mandate.
