Richmond closes downtown floodwall until 'water recedes'

Testing and history of the floodwall through central Richmond

City officials on Monday announced the indefinite closure of Richmond's Dock Street floodwall as a precautionary measure after rains drenched Richmond over the weekend.

Dock Street between 17th and 21st streets will be closed until the wall is deactivated, which will happen "once the water recedes," officials said in a Monday morning news release. Detours around the road closures are in place.

Parts of Richmond have seen between 2 and 3 inches of rainfall since Friday, data from National Weather Service shows. That's caused the James River to swell, from around 11 feet to almost 17 feet.

At that height, water spills over the banks and "infiltrates several homes" downstream of the Huguenot Bridge, according to NWS.

The water level is projected to remain above 17 feet until early Wednesday, when a winter storm is forecasted to drop several inches of snow across the city.

Officials also said they had closed Bosher's Dam, a low head dam just west of Chippenham Parkway. The parking areas at Pony Pasture and Huguenot Flatwater also are closed.

It's the first time the floodwall has been activated due to heavy rains since November of 2020.
